1. 什麼是碳補償

碳補償是現代人為減緩全球變暖所作的努力之一。利用這種環保方式,人們計算自己日常活動直接或間接製造的二氧化碳排放量,並計算抵消這些二氧化碳所需的經濟成本,然後個人付款給專門機構如 iCarbon Smart 減碳易,由他們通過植樹或其他環保項目抵消大氣中相應的二氧化碳量。

碳補償是指個人或組織向二氧化碳減排事業提供相應資金,以充抵自己的二氧化碳排放量。碳補償是一種交易,您購買碳補償時,就是在向溫室氣體 (GHG) 減排項目投資。這些項目通過各種方式進行碳補償,比如植樹造林,升級工廠和發電廠的機器設備,提高建築和運輸工具的能源使用率。碳補償項目並不鼓勵個人為減少自身的二氧化碳而做無用功,而是鼓勵大家通過給溫室氣體減排項目籌資而減少含碳氣體。溫室氣體極易與空氣混合,而且與其他污染物相比,它能在全球範圍內進行傳播,所以,減少溫室氣體的排放是不分國家和地域的。

碳補償是自願行為。個人和企業可以通過購買碳補償來減少他們的「碳足跡」(carbon footprints),同時樹立公眾環保形象。碳補償能中和航空運輸、汽車駕駛、甚至婚宴和會議等活動所產生的碳。

2. 購買碳補償有何意義

在意識到日常生活也會產生溫室氣體後,很多個人和企業紛紛尋求碳補償的方式來進行碳中和。碳補償公司如 iCarbon Smart 減碳易 首先估測客戶的個人排碳量,然後根據他們制定的每噸氣體的價格進行收費。他們的網站上通常備有「碳計算器」(carbon calculators),用來計算客戶每年的溫室氣體排放量,產生碳排放的活動包括用電、開車、坐飛機等。碳補償公司向客戶索取的費用將用於消除等量的氣體排放。一些公司可以讓顧客選擇不同的項目,另外一些公司的項目則比較單一。

碳補償項目除了能產生實際的環保效果以外,自發的商業碳補償活動還會讓購買者更加清楚自己對環境的影響。在購買碳補償之前,人們通常會嘗試減少自身的排碳量,比如減少旅行次數,選擇節能家電,使用可再生能源等等。一旦自發控制達到極致,或者這種做法代價較大,碳補償項目可以幫助他們中和餘下的部分。

但也有一些顧客並不註重自身減排,所以批評人士認為這種補償項目讓那些不願改變生活習慣的人有了可以用錢買到的藉口,讓他們得以逃避真正的環保責任。補償法的本意並不是要補償私人包機出游或是鋪張浪費所產生的大量碳化物。根據數據顯示,僅計算汽車一項,美國人的平均碳排放量就已經高出全球人均排放量。由此可見,在發達國家,金錢投資顯然無法取代真正的溫室氣體減排措施

3. 碳補償的原理是什麼

溫室氣體的排放是個全球性問題。碳補償的理念是不管何時何地,減排都是有益的。不過一般來說,在發展中國家和經濟轉型期國家進行減排的成本更低,這是因為這些國家的經濟消費和原材料成本較低。另外,在基礎設施比較薄弱的地區更容易推行減排項目。

從某種程度上講,碳補償是一種奢侈行為。您是在為一個幾乎不可能實現的目標付帳。正因為如此,購買碳補償的人通常都生活在發達國家,在那裡想要大規模減少民用碳排放十分困難,而且花費高昂。很多企業和居民可能覺得,相比自己動手改造住宅或減少汽車尾氣排放來說,購買碳補償更加經濟實惠。全球每年排放的二氧化碳高達250億噸, 減排是目前的首要任務,而類似厄瓜多植樹造林項目的資金究竟來自於當地還是他國,這並不重要,國界不應成為全球減排的障礙。

碳補償資助的項目種類繁多,比如植樹造林、研發可再生能源,增加溫室氣體的吸收等等。另外,碳補償計劃既支持大規模項目,也支持社區計劃。

4.  什麼是《京都議定書》?

1997年12月,160個國家在日本京都,簽署通過了聯合國氣候變化框架公約所制定的《京都議定書》,其目標是「將大氣中的溫室氣體含量穩定在一個適當的水平,進而防止劇烈的氣候改變對人類造成傷害」。

該條約於2005年2月16日開始強制生效,目前共有183個國家簽署及通過了該條約,中國亦於1998年簽署,2002年核准,並於2005年正式生效,唯獨只有美國未有簽署該條約及參與認證。

5.  什麼是清潔發展機制CDM

清 潔發展機制 (Clean Development Mechanism),是指《京都議定書》下一項從大氣中吸收二氧化碳的過程、活動或機制。CDM的運作模式主要是由發達國家在發展中國家的項目中投入資 金、技術,幫助其減少溫室氣體的排量,此後向發展中國家購買其減排量。這樣造就了碳交易巿場 (又稱碳匯) 的出現,令減碳成為一種商品,可以在國際巿場上用來交易。

CDM的出現為發達國家和發展中國家之間提供了一種商機,使溫室氣體的減排量可以作為商品在國際上交易,不單讓發達國家能以比較低的成本完成減排任務,而發展中國家可以通過CDM項目獲得資金援助和先進技術,達至雙贏局面。

目前,全世界有20多個符合CDM定義的項目,如工廢氣減排、煤層氣回收利用、節能與提高能效、可再生能源、造林與再造林;中國現時較多採用造林及再造林、風力發電及水力發電,同時亦是CDM項目最大的賣家,當中高達99.9%屬於減排項目。

6.  為什麼碳匯是實踐碳中和的重要方法?

全 球暖化現象是主要是由於人類各種經濟活動及工業發展過程中,產生大量溫室氣體,令全球溫度上升,當中二氧化碳(CO2)是主要元兇之一。要緩和全球暖化問 題,減少溫室氣體之排放是主要的手段;碳匯巿場讓發達國家到發展中國家購買各種CDM碳匯項目,如造林、發展再生能源,以抵消其排放的溫室氣體,從而達到 減少大氣中溫室氣體濃度,實踐碳中和的最終目標。

7.  為什麼碳匯幫助緩和全球暖化?

自 工業革命以來,全球暖化現象主要是由於人類各種日常生活及經濟活動,令溫室氣體急速上升,當中包括6種主要的溫室氣體,如水汽(H2O)、二氧化碳 (CO2)、氧化亚氮(N2O)、甲烷(CH4)、臭氧(O3)、六氟化硫(SF6)。要減少大氣中溫室氣體含量主要措施有兩類:一是減少溫室氣體的排放 源,二是增加溫室氣體的吸收匯。

在《京都議定書》CDM項 目之下,溫室氣體的減排量可以作為商品在國際上交易,促進國際間碳匯交易之出現。發達國家的企業為了達到強制減排指標,積極投入技術及資金於發展中國家的 減排項目,減少溫室氣體的排放源 (如水力發電),同時亦增加溫室氣體的吸收匯(如再造林),以抵消自己的溫室氣體排放量,減慢全球溫氣溫度上升,扭轉全球暖化的處境。

8.  碳匯籌集的款項將會如何用於減碳、保育上?

在 《京都議定書》之下,共設立1200多個認可之CDM項,如化工廢氣減排、煤層氣回收利用、節能與提高能效、可再生能源、造林與再造林;而「減碳易 iCarbon Smart」所得之款項將會直接投於1. 生物質能發電項目、2. 風電場項目及3. 水力發電項目等項目,透過可再生能源的技術,為區內提供零污染、零排放之潔淨電力。

9.  為什麼支持碳匯等於履行社會責任?

企 業在生產的過程中,難免會消耗天然資源,製造各式的污染,排放溫室氣體,對周圍環境及大自然生態造成一定程度的破壞,為此對社會需承擔責任。企業可以參與 碳匯計劃,投資在各項減碳項目,直接減少溫室氣體的排放源,同時增加溫室氣體的吸收匯減少,為以最簡單及快捷的方法履行社會責任。

What is a "Carbon Footprint?"

carbon footprint is a measure of the impact our activities have on the environment, and in particular climate change. It relates to the amount of greenhouse gases produced in our day-to-day lives through burning fossil fuels for electricity, heating and transportation etc.

The carbon footprint is a measurement of all greenhouse gases we individually produce and has units of tones (or kg) of carbon dioxide equivalent.

Carbon Market 101

The Kyoto Protocol defines GHG (Greenhouse Gas) emission targets for developed countries known as Annex I parties. With its three mechanisms - Emissions Trading, Joint Implementation (JI) and the Clean Development Mechanism (CDM) - the Protocol has created a carbon market which enables governments and private entities to participate in emission reduction efforts.

The carbon market is growing rapidly with great potential, attracting new participants such as the United States of America where a domestic Cap-and-Trade scheme is being successfully introduced and operated. According to State and Trends of the Carbon Market 2009 written by World Bank Institute, the annual market value of 2007 was US$63billion. In 2008, the value doubled to US$126billion. Total transaction volume also increased from 2.984 billion tCO2-e(2007) to 4.811 billion tCO2-e(2008).

Primary CER

Primary CER is non-guaranteed carbon emission reductions credit generated directly from CDM projects. It is major carbon credit traded among whole project-based credits. Primary CER is contracted for forward delivery and each contract is tailor-made for the needs of the parties. However, it has counterparty risk and project risk that are reflected in the discounted pricing.

Secondary CER

Secondary CER is often referred to as guaranteed CER because it is traded by credit-rated entities on a volume-guaranteed basis. This means the secondary price dealing can be done relatively in a shorter period and is a simpler procedure than primary CER. The price acts as a ceiling to the primary market. It is often quoted around 80% of the EUA price because it has transaction risk, counterparty risk and the risk of limitation usage in EU-ETS. It is traded for both futures and forward contract.
*Issued CER: Issued CER is known as spot CER. It can be immediately delivered to buyer’s account after quick settlement between seller and buyer.

VER (Verified Emission Reduction)

VER is carbon credit which is voluntarily traded outside of the Kyoto Protocol compliance regime. Most VERs are generated from pre-registration CDM projects, which require third-party verification and standardization. The most common standards are Gold Standard and Voluntary Carbon Standard. Procedure up to issuance is much simpler, faster, and less rigorous than regulatory schemes. Offsetting VERs helps to establish sustainable development of local communities and corporate social responsibilities.

VER is traded in OTC markets as well as in exchange such as CCX (Chicago Climate Exchange) for spot and futures transaction.


 

Tips

#1: Buy recycled

Buying used or recycled office furniture and materials such as paper, means less energy use, emissions and pollution. Recycle as much of your office waste and unwanted goods as possible.

#2: Buy renewable energy

If you have the opportunity, make the switch and buy renewable energy. This can save an average of 7 tonnes of emissions a year. For information see iCarbon Smart projects.

#3: Change your light bulb

A switch from conventional light bulbs to energy efficient compact fluorescents can be one of the most effective things your business can do to reduce emissions and it saves you money. Compact fluorescent light bulbs use far more efficient lighting technology, with a typical CFL using around 80 per cent less electricity.

#4: Do an energy and/or environmental audit

Understand the impact your company is having on the environment by auditing your energy use, emissions, waste and other environmental impacts. Once you know, develop a strategy to reduce these impacts over time.

#5: Encourage your employees

Encourage your employees to use public transport or financially support them by using a voucher or annual train, bus or ferry scheme.

#6: Green your event

When holding conferences and other large events do what you can to reduce its environmental impact by buying locally, choosing energy efficient and environmentally aware venues, and offsetting unavoidable emissions from iCarbon Smart events or exhibitions packages.

#7: Limit water use in bathrooms

Every year, billions of liters of fresh drinking water are wasted in urinals flushing. Waterless urinals use absolutely no water while meeting the highest hygienic standards. So make the switch, save your water bill and the environment.

#8: Look at your office layout

Moving office furniture to maximize the use of natural sunlight from windows means less electricity use, lower costs and nicer views.

#9: Maintain your equipment

Regularly check air conditioning vents, pipes and filters and maintain office equipment to ensure it is operating efficiently. Regular maintenance prevents leaks and wasted energy and ensures you get the best out of expensive equipment.

#10: Fly less

Set a company policy that makes international trips a rarity rather than a regular thing and make the most of your communication options such as conference, video or Skype calls. Fewer flights mean less travel time and savings of up to 10 tonnes of emissions per international trip. #11: Switch off standby and turn off monitors

Leaving computers, printers and photocopiers on stand-by can account for much of your office’s energy use, and therefore emissions and costs. Turn off computers and other equipment off at source at the end of the day and when not in use. Install timers on monitors and other equipment to ensure they are off when not in use. So simple, so effective.

#12: Think about your hot water

How much hot water is really necessary in your office space? Leaving tea urns and water boilers on all day in your office pantry uses a lot of energy, most of which can be wasted. For small offices a quick boil kettle may be all you need. If larger urns and water boilers are necessary, switch them off at the end of the day and look into getting energy efficient, insulated models.
